REQUEST FOR EXPRESSIONS OF INTEREST

 

The Government of the Hashemite Kingdom of Jordan (GoJ) has received a Bilateral Grant under the Economic Reform and Development Program from the USAID/ administered by the International Bank for Reconstruction and Development (IBRD).  It is intended that part of the proceeds of this Grant will be applied to eligible payments under the consulting services contract for which this notice is issued.

 

The Government Buildings Directorate (GBD)/Ministry of Public Works and Housing (MPWH) has the intention to implement a Facility Management Project for the Government Buildings as part of the GoJ general policy to public sector development program, considering partnership cooperation with the private sector.

 

The main objectives of this short-term consulting services assignment are the following:

 

1.             To review and assess the existing facility management as currently implemented by the different government agencies to identify the draw-backs of such arrangement in terms of quality of services, cost, timing, etc… and to come up with different scenarios to improve the existing facility management system and consequently the best scenario for implementing the facility management under PPP or other bases.

 

2.             To review and assess the existing "Database" as prepared by the GBD and to recommend improvements towards a well defined database to serve the main objective including the types, locations, nature of activities, documentation including engineering drawings…. etc of these buildings.

 

3.             Based on 1 and 2 above, the Consulting Firm will come up with specific policies and consequently a new organizational and institutional set up for the GBD to cope with the agreed upon policies and mandates.

 

4.             Based on the best scenario, the Consulting Firm is requested to prepare a comprehensive Terms of Reference (ToR) for a consortium to implement the best scenario on a PPP/ or other bases including the necessary tasks for the preparation and the implementation of the best scenario. In the case of PPP involvement, demonstration of the Affordability, Value for Money, Bankability of the project together with the necessary Information Memorandum, Request for Proposal including all legal documentations,  qualification and evaluation criteria until the closure of the deal.

 

The Executive Privatization Commission now invites eligible Consulting Firms to indicate interest in providing the services for the above assignment. Interested Consulting Firms must submit an Expression of Interest including information indicating that they are qualified to perform the services under this assignment (brochures, description, experience of similar assignment and availability of appropriate skills among staff, etc…).

 

Consulting Firms will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines May 2004 (Revised October 2006): Selection and Employment of Consultants by World Bank Borrowers under Fixed Budget Selection.

 

No interviews will be scheduled at this stage of the selection process. However, interested Consulting Firms are invited to seek clarifications from the address shown below. The EPC expects to short-list a maximum of six qualified firms.

 

Expressions of Interest could be submitted by email to be followed by five hard copies delivered in a sealed envelope clearly marked “Expression of Interest – Consulting Services - Facility Management Project for Government’s Buildingsto the address below, not later than Sunday the 7th of June, 2009.
